Work in a specific location

I am new to the site but everything I've read seems to be about online projects.  My specific need is for a freelancer to come to a specific location in West London to take minutes at  meetings before then writing them up and delivering them online.

 

Is the site intended for such work ?  The two replies I had so far on the project seemed to show no interest in the location or to relate it to where they are based.
