unable to raise an invoice

My account and Documents are approved but i am unable to raise an invoice to get payments from buyer. 
kindly help me out

  Hello Ali, 

  in order to be able to raise invoices, initially you will need to have an approved withdrawal method.

  In addition, you will need to arrange the information which will get published on your invoice. You may arrange that through the page SETTINGS/PAYMENTS--->Tax Details/Billing Info. 

  Afterwards, you will be able to raise invoices at your leisure.

  But I need Some help about filling my Tax and Billing info

  I am living outside the united states, and I only work as a freelancer and do not have a registered company so what type info  I gave to People Per Hour
