How to request refund from escrow?

Hello.
I had initially accepted the proposal but later on the freelancer told me that she is not able to get this done. however, she did some of the work for which I want to pay her. 
the amount in the escrow is 100$ but I need to pay her 35$. 
how do I get my rest of the money back from the Escrow?
