Why i can not withdraw my money from PPH ?

I can not withdraw my money from my account. It is showing the following message. 

  From $** in your PPH User Account you can withdraw only -$**. The rest cannot be withdrawn but you can still use them for your transactions through PPH site

  I have the exact same message and I do not understand why!

  PPH are getting worse and worse in terms of withholding our money. I have so much money in my PPH account and it is so frustrating and makes me anxious at what is going on with PPH's behaviour.
