PPH has clearly grown too big for its boots and is using "fraud prevention" as an excuse to take a long time to clear payments. You know it is a smokescreen when:

"Clearing periods only limit the withdraw of funds from PeoplePerHour. Earnings are added to your available balance and can be spent within PeoplePerHour instantly."

If they really cared about fraud prevention you still wouldn't be allowed to spend the money instantly.
