How to cancel proposal/depost?

Hi,

We have paid deposit and accepted a proposal from a freelancer but he stopped replying and no job has been completed.

I wish to cancel all with him but since this is the first time, I do not know if there are any procedures to follow. Is there a step by step guide or something?
