Declining Invitations Sometimes Showing Up, Sometimes Not Showing Up

Hi,

I have been receiving a lot of invitations to bid on projects.  I am still new to People Per Hour.  Sometimes I see an link to decline the project, and sometimes I don't.  When the link does appear, it is in red and appears on the right side, below the "Send Proposal" button and the "Post A Project Like This".  I have no idea why it appears and why it does not appear.  These are projects that I have been invited to.
