the freelancer took my money without doing his job

I have a proposal with the freelancer of usd 277 (date 25th Jun)

I did give my web information to the freelancer a bit late. so when the freelance asked me to pay the invoice as his rating was affected. I felt I did give him the information a bit late and so I negotiated with him and have an arrangement as below:

he gave me an invoice for usd 250 and I paid that and he said the residual amount usd 27 could be paid after he finished the web. he said he only take 1-2 hours to put that up so it's fine for him

And so I paid for the usd 250. After the amount was paid, and after I gave all the information to this freelancer , he put up things very slowly. and till now only 12 products was put up on the web. And the web progress had not been updated for 2-3 weeks.

and today , I tried to send a message to him but he did not give me any reply.

I think he should give me a refund of that usd 250 that I have paid  as (1) he did not complete his work (2) he said the work he had been done cost usd 250 but that was a lie as you can see he did nothing with my web site on the date that I paid that usd 250. (3) he is intentionally lied to me and asked me to pay the usd 250 that is purposeful and intentional. as this is a planned action for taking the money without doing anything. He is just a jerk.
