Moderate stream blocked

Hi, I got a message from a buyer asking for a job to be done. We were discussing the work, I am halfway through the agreed time. But when i tried responding to their message, it showed like the current stream is blocked as it is moderated. Is there a way for me to respond him and to continue the chat? Please help me.
