Sending an invoice

I was approved for a Pay Pal account, but I still can't send the invoice to the customer. It still says: "It seems like you haven't filled in your Address, your Tax/Company details and your Withdrawal Account details".
Even though I filled in all the details in the "Withdrawal Accounts" line. I cannot fill the "Tax Details/Billing Info" line because I do not have VAT. Is VAT compulsory (even though I do not have it)?
