Unsure if This is a Scam

I was contacted to deliver a proposal which I did. Then I had a Skype interview without video. During the interview, the person (who claimed to be HR at the company) advised that pay would be made by them as they already paid a commission to PPH. The person who requested the proposal is not verified on here and I can find no information on the man who interviewed me. What should I do?
