Something needs to be done
I was looking for a writer and posted on the job board (using PPH top price recommendation). I put the requirements and even added a question to state the job proposal is for UK applicants only to prevent unnecessary proposals.
So far I have received 14 bids:
3 from the UK
11 from non-UK freelancers all with no writing skills or portfolios
Something really needs to be done as these freelancers are not reading the job description. While PPH is benefiting from them buying new proposal credits it is just spam to people wanting properly vetted applicants.
Perhaps you should only be able to bid on your set area of skill?

Hi both,
We're really sorry to hear you're unhappy with the quality of freelancers.
Thank you for your feedback, we really appreciate you taking the time to share your concerns with us.
We'll raise this feedback with the relevant department to make them aware and to review going forward.
Best wishes,

PPH aren't interested, Adam. They just leave you to weed out the strongest applicants.
It's annoying. I often ask for transcribers from the UK for a reason - content is UK centred - and I receive 15 or so applicants from Asia who are graphic designers by trade. I just reply, tell them that the art of being a good transcriber is reading the job briefly carefully and then decline them. Same people time and time again applying for all jobs. I sense they work under an umbrella of multiple tradesmen, probably sharing out the fee too.
This site is degenerating into a poor representation of what it set out to be. I often report to PPH that I haven't been able to select a candidate due to poor calibre of skills and language capabilities. One applicant just replied with - "I do job 4U. Give me now." Enough said.
