Refund fee of $38.00 without reason?

Hi, I have hired a freelancer for a job that I posted in PPH. After our discussion the freelancer asked to get paid more than his bidding price. I did not agree and he said he will send me my deposit back. But now, I was charged  with a fee of $38.00 and I do not understand why. Kindly let me know if it's possible and how I can get my money back since it was not my fault.
