Not the job advertised

I sent a proposal for a job and it turns out it's a college in America - www.vicacademy.com - where the deal is to advertise on their site and pay them 15% of anything you earn if a student wants your services. It seems to be independent of PPH so is outside of your rules or, if allowed, means I'd pay them 15% and then the PPH fee on top. The seller's name is Phil R. and I sent my proposal on Jan 2 - could you investigate, remove the seller from your site if need be, and refund my proposal credit as this is not the job advertised.
