Making cleafication board question more effective

Hi there
there must a way so that sellers could vote or down vote question raise at clarification board area.some time people have same question already ask so if i vote it the buyer will get more attention to answer.
if i question is not related it will be down voted by other user so it get moderated attention to remove. similar like on stack overflow .
and it would be good if you ban a seller from asking question if his question down voted at too many jobs.
