Request a Refund
Despite assurances of quality and satisfaction the seller has not delivered the product as requested and agreed. They did attempt to rectify the problems but just made it worse. Payment has been made (they wouldn't release the product until after payment).
They are no longer responding to any communications.
How do I raise a dispute to claim back the money?

I was requesting REFUND from older freelancer, i belive his name was ...but it was $160 , I advanced to him, and he put back to my escrow,but he was holding it, by not releasing
this guy is very crooky, it took many weeks, still he won't do anything, lying between skype and pph pmb, plz help
