Freelancer is a joke

One of your top promoted SEO freelancer that promise to improve customers website to No 1 on Google is not being honest.

I paid him half of the money, and he is supposed to doing week 3 task, he has failed to do anything tangible. Week one task is in the screen shot below:

But it is more than 2 weeks, and all he has done is the keywords and meta tag description which he has failed to upload to the site, he has not been straightforward, he insisted he has uploaded the title task when he hasn't, I had to push him hard to install the google analytics which was done a day ago.

The freelancer may have hundreds of feedbacks, but most are fools that left feedbacks before any work was done as PPH push customers to leave feedback after payment! This looks more like a scam to me, even worse because PPH promoted the hell out of this guy based on ridiculous feedbacks. I have given freelancer until Monday to catch up or give me a full refund. 

I have paid the freelancer $320 and nothing to show for it. Granted he Fixed Google speed issues and W3C issues which were ruined as we changed our landing page and I paid him again to redo the work which he hasn't, his SEO ability is over rated, and mediocre.

I have selected keywords and meta tag description with him over a week ago, and his still has not updated my site with them, what is stopping him?

    The freelancer was always chatting and answering my questions about his work, night and day! as soon as I paid him that changed, he barely replied, when he does it is the same old lies "give me time to catch up" " I am sorry team is working hard to fix the problem"
