10% refund fee problem

Hello,
I have paid $180 to a seller, and after I placed order he refunded me the payment with 10% detuction.
Why should I pay 10% for the mistake done by the seller??
Please refund me the 10% amount which you detucted and do the needful

  Hello,

  It was not solved, please check again. I have paid $180 and got refund of $162 only, I have been detected $18(10% as a fee). please recheck and do the needful

  I have the same problem - a change of mind of the seller should cost him, not me !

  Resolve that or bye bye PPH.
