Should I raise an invoice?

Dear community,

I'm still fairly new on this platform and hope someone with more experience can help me.

I started to work with a buyer over a month ago. He requested test work for me and I asked him to put a deposit of 20 Euros into the job's escrow, so that I could be sure he wouldn't just disappear with my test work. I completed the test work and haven't heard from him since. I have sent him four messages in the meantime, always asking politely whether he has made a decision yet. The answer is always "no, not yet". The last message was two weeks ago.

 

What would you do? Raise the invoice and demand the 20 Euros from the escrow?
