Developer asked for payment before releasing job files. He was paid yesterday but has not released files.

  You live and learn. You should NEVER release money of any description to website or tech people until you have received the work from them, it is a finished product and it fits your specs. Remember you have two automatically entitled amendments to request from them. If you aren't happy, then do not pay for it.
