That's invite by PPH-system:

"You're one of the most qualified Sellers for the Job "PSD to Responsive HTML5/CSS3" because of your skills in banner, html/html5, adobe photoshop, cascading style sheets (css), image, web, website development. Plus, applying now means you won't use any of your available bid credits".

 

Remove it finally, as it's not a truth, as provider will ALWAYS spend bid credits - with or without real or fake invite.
