Refund problem

Hello,

 

I have paid $180 to a buyer and he told me he cannot post on the site I placed order and he refunded my money. But I was charged 10% as refund fee and I received only $162. How can I pay fee for the mistake done by my seller?

Please refund me $18 and do the needful
