PPH fees

 Hi. Everytime I want to send a proposal, a message appears saying "Please note that the minimum Service Fee per invoice is $3.50 (excl.VAT). Read more on PPH Fees" I already read that section but I do not understand what does it mean. Please, could someone explain it to me?

  They've increased their fees again. This time, they haven't told us about it.
