Hired but.. Escrow loaded...Buyer Gone Out in the Blue without giving the job information

OOOOK. So. I was hired for an easy task, that, according to the buyer was supposed to be fast resolve - one page title and meta change- what more to say? Well buyer loaded money to escrow. Ok. wrote to thank you asked for url and credentials and some more info... after  almnost 1 hour!!! - he was in a hurry  how can he be so late??-  he read my questions and... not even after  2 days nearly I didn't got the data to work.
he is not a new client he worked with other people with 5 star ratings as buyer. I am not  a newbie... What's going on?
I also saw he awarded the job to 2 freelancers me and another!!!

I cannot do more than contact him on pph workstream. 
I opened a request in pph assistance. 
if the client by error clicked 2 freelancers I believe HE should  take responsability and lose rating for this issue and allow me to refund.

Any idea?

    If you get no response from the buyer you can refund the buyer, give it some time as the buyer may be unavailable to respond immediately. There will be no penalty to your account since it is not your fault.

    Wait for the client to contact you that's all, he has the right to hire multiple sellers for the same task and queue em in the way he sees appropriate...
