Can'r respond to a message

Hi,

Why am I not able to respond to a message that was sent to me? it says "The specific Stream has been blocked because Sample machinist to come to Harrow has been moderated.
Need some help? Contact our amazing Customer Support Ninjas."

Can you explain what it means..why this happened?

  Hello Ester,

  It means the workstream or job has likely been moderated and either removed, due to breaking our terms of service, or the buyer is no longer a member of PPH.
