I have problem will a seller who do not send the whole project to me even after I pay the invoice which is about (400$).How I could complain about him?

I have bought a design hourlie 13 days ago. It said it should be delivered in 24 hours. I provided every information possible and explain step by step the entire process. Seller does not not delivers the files, nor responds in my communications for over a week now! This is totally unprofessional.

I would like to complain about my designer please, they have promised me to finish my end product of work and have stopped full communication. At least they can tell me what is going on so I really need an email or number to call head office.
I have become so demotivated in my project because I have lost so much money and fell for the designers false promises. There should be a way to regulate the freelancers you have on here. please contact me ASAP. I find it strange i cannot find this companies Number or Email anywhere! Her name isMagdalena A. and she is scam artist

I am very disappointed about the issue. I have offered a job 2 months ago with Vertilex Web Solutions P . for Brand Packaging Mockups,
They promised to complete and provide me all required files on Thursday (25th January 2018). They communicate with me until Wednesday 24th January 2018. After that couldn't communicate with them . We planned to launched our Website on 29th Monday 2018 , but now we are in a big trouble and very bad situation. However you have released their payment without my permission on 26th January.
Please attend this issue ASAP and inform me.

I HAVE BEEN COMMUNICATING WITH A SELLER FOR A WEB SITE DESIGN
TROUGH OUT THE EARLY STAGE IT SOUNDED VERY ATTENTIVE HE GAVE ME SOME INFO WHICH A THANKED HIMTHEN WHEN WE MOVED INTO THE JOB ITSELF HE DOES NOT FOLLOW MY INSTRUCTION
AND WE ARE AT THE FIRST STAGE HE DID THE FIRST DRAFT AND IT WAS COMPLETELY THE OPPOSITE OF WHAT I NEEDED SO I DESIGNED IT FOR HIM AND HE STILL CHANGE IT
I UNDERSTAND THE TECHNICAL PART BUT THE DESIGN IF YOU CHANGE IT I EXPECT FOR THE BETTER
ONE EXAMPLE I DESIGNED THE HOME PAGE AND I PLACED THE BRAND NAME ON THE HEADER HE CHANGED IT AND PLACED ONLY THE LOGO OF THE COMPANY
WELL THERE IS THE ALL CONVERSATION ON THE WORKSTREAM

After the first attempt which it was a disaster i decided to design The page for him he made some technical change which I am ok about but not about the design if only it should be changed for better not for worseHas the conversation between me and the frelancer been checked
Because I waisted my time too i can not go ahead with him
I provided him with content and pictures at first the pictures were not that good he told me. so i provided more pictures this time high quality taken from web site that he told me to use
I told him which pictures to use for each page and the first draft it was nothing like or close to what I need
Then I designed it for him I still maseesd upThe full refound would be only fare for my time waisted

THE FREELANCER INVOICED ME FOR £400.
HOW CAN HE QUANTIFY THAT THE JOB HE HAS DONE IS WORTH £400 WHEN THE ALL PROJECT IT IS £ 900
HE HAS DESIGNED ONE DRAFT AND COMPLETELY WRONG NOT ONLY HE WAS HEADING DIFFERENT DIRECTION THAN INSTRUCTED BUT ALSO PICTURES WERE HALF CUT IN SOME PICTURE THE HEAD WAS CUT IN HALFHAS I MENTION ON TE ABOVE COMPLAINT THAT I DESIGNED A DRAFT TO GIVE E BETTER UNDERSTANDING
AND ON THE DRAFT THERE IS A SENTENCE THAT REINFORCE THE PURPOSE OF THE WEB SITE WHICH IS RECRUITING AGENCY
TROUGH TEMPING, PEOPLE THAT WOUND NOT GET THE JOB, GET THE JOB. THE FREELANCER CHANGED THIS SENTENCE INTO

I QUESTIONED THE FREELANCER WHY THE REASON FOR CHANGING THE SENTENCE
I DID NOT GET AN ANSWER
I CAN NOT ACCEPT AN INVOICE OF £400
AFTER ALL THIS AND THERE IS MORE IT IS ALL IN THE WORKSTREAM CONVERSATIONTHE FULL REFUND IT WOULD BE ONLY FARE
BECAUSE I AM BACK TO SQUARE ONE TO HAVE TO FIND ANOTHER DESIGNER AND MY TIME AS A PRICE TOO

I thought i would get the full refund because the job it was a disgrace and an offence to the web site designers industry
but no it costed me £400 can some one from PPH explain to me why the freelancer thought that an invoice of £400 would be ok for what the freelancer did , never answered any of my questions changed the contend without permission and the rest is all send over to you PPH to be judged
can some one fom PPH GET BACK TO ME WITH AN EXPLANATION
