I want to report a seller so other buyers don't fall into the same trap
Please can you advise how I can report a seller who not only didn't perform the monitoring and optimisation of the PPC campaign but also got the money and never heard from him?

Oh, I see.
It says feedback expired 12 APR 2017 (workstream feed - bottom right), that's why you cannot leave feedback.
But try to contact PPH, they can help you even you have paid the invoice.

First you need to contact your freelancer, and wait for feedback all sellers are human beings -everything is possible-, if you don't hear back send him a refund request from the same Workstream (He should respond in 3 days otherwise money will be auto refunded)
The Hourlie says :Delivery in 2 days / additional days, depending on what add-ons you purchased, you need to allow that time.
This Seller is a top CERT , with 98% positive reviews, it cannot be a coincidence, so just relax and wait for his response.

I have contacted him several times since 21 April, he replied once with a very elusive message, promising he'll optimise the campaign and deliver the reports. Nothing received as yet.
I can't understand how he can be a top CERT seller and have such a level of positive reviews when his behaviour has been so unprofessional.
It can't be a coincidence that there is another buyer who has experienced similar situation as per his review on 6/3/17:
"Danny F.Manchester, GBDavid is very polite in messages and seems like a very nice guy, however, we have found his work to be substandard. Initially, everything seemed promising and we left accordingly positive reviews. We told David from the outset we had a limited budget and we wanted to get as much bang for our buck as possible. We also said that we need what is being done to be explained to us, in lay terms, so that we have some kind of metric of what we are spending our money on.However, after increasingly poor communication and little explanation as to what is actually being done, we were going to end our arrangement. This last job was to try and reconcile with David, who offered us a discounted arrangement because of our concerns.
I have since had another PPC specialist look in to David’s work and discovered that, especially with our Amazon campaign, a lot of money has been wasted due to the account not being monitored closely enough. We had previously bought 4x Campaign Management sessions from David and at no point was it mentioned that, should the campaign not be monitored closely enough (every 2 days is optimum, allegedly) the keywords can become increasingly expensive where some minor tweaking would avoid this. Instead, these commenced weekly and then fortnightly and when they ran out, David allowed the campaign to just run unmonitored, accruing further increasing expense as it did, rather than recommending holding it. Again, had we been told any of this, I would have rather paid for actions for this not to happen.
Between poor communication times, jargon explanations of work being carried out and now discovering that we have been wasting money on certain search terms, there has been no sense that this was a “campaign”. Unfortunately, we will be ending our work with David.
