Refund fee 10% detucted

I have paid £180 to a seller and he didnt completed the work and issued refund.

Why you guys detucting 10% fee? I have already charged 10% for deposit the funds and now again 10%.

20% fee for 0 work. very bad experience with PPH. 

Refund me the fees detucted and do the needful.

  If this is 100% seller fault , 10% cancellation fee is waived.

  6. Cancellations and refunds

  In case a Buyer is entitled to a refund, the Buyer receives the funds requested according to Section 6.2.1 minus a refund fee equal to 10% of the requested amount. The refund fee is waived in case the Seller is at fault for the refund per Section 6.2.2.
