I do not see any support for refunds so I'm going to follow the method I've seen.

I purchased a package of leads from a freelancer.

After paying to have the emails reviewed, 98% of the leads were invalid, email addresses did not exist. I have contacted the seller to inform them I want a refund but I want to go through a secure method of transaction.

Do I wait or go through Paypal to raise a dispute?
