Proposal Was Rejected But Changed Their Mind

I already submitted a proposal and it was declined. Here:

but now he changed his mind but it will not allow me to submit a new proposal to be accepted? How do I fix this?

  In the same Workstream just above the text box you should find button to send new proposal here is an example :

  No it will not allow me to submit a new proposal after it has been rejected. When I click on details it just takes me to our messages.
