Why my question didn't pass moderation review?

The buyer has not provided any details for the project. The buyer just said

"I need a web designer" 

in the details.

 

And I did ask for the full description:

"Can you please provide the full description for the project?'

 

The moderator rejected my question. I don't know what's wrong with my question.
