Do I have to submit my documents everytime I want to get paid?

I have just tried to withdraw my funds and I am told again I must submit ID documents. I submitted them last time I withdrew money and now peopleperhour want more money to allow me to withdraw funds. I already submitted documents do I have To do this every time and why was I not advised?
