Extra fees from client/buyer

I got a quite big project worth $3000 from PeoplePerHour (PPH) and after I completed the project, I was asked to fill out a website AllyaccessSave.com so that I could withdraw, on the website I was asked for a fee of $150 to get a 4-digit PIN, then I paid. After I paid, I managed to WD but the status was Pending, and then I was asked again for extra $250, which was said "refundable", so that I could WD the real money, said the customer care support of the website, since this is a HUGE amount according to the size of my pocket, I am so hesitant, if I pay this extra $250, I might lose my money, which totals $400. Please enlighten me. Thank you very much.

  It doesn't sound that you got that $3000 project from PeoplePerHour.  Was it actually awarded to you properly with money on the PPH Escrow? No - you obviously haven't read the terms and conditions properly.  This was a scammer who has had you over a barrel because he knew that.

  I see this all the time - 'I'm a beginner' or 'I'm new here.'  Surely that's all the more reason to read all the terms and conditions and understand what you're doing before you begin work.
