Proposing Quotes per Hour??

When a job doesn't specify a budget, and the job doesn't provide much indication of the work involved, can you submit an "hourly Rate"in the _Item Description _ in my Proposal Breakdown, and is there a button that alerts the buyer that I am proposing an hourly fee?

  The buyer decides if they want an hourly paid job or a fixed-price one. Better to ask the buyer before making a proposal what is required and if they will agree to an hourly rate.
