How can I remove an incorrect rating?

I decided not to use an hourlie because their broadband went down and they could not complete the job in time. However upon refund they were given a 1 star rating automatically which is unfair and I'd like to remove it

Generally you can't change ratings however if both parties agree it was unfair it's worth dropping our support an email so they can look into it.
