Help, not happy with sellers work, should I cancel the project?

This is the first time I have used PPH. I advertised for a seller to build me a simple website and accepted a bid, it's gone downhill since then! We have been exchanging emails but there was no sign of any work completed, after 6 weeks and quite a bit of chasing he has made a, very basic, skeleton page available which does not include any of the things we discussed. He then said he wants to complete the job within 4 days and is accusing me of delays.I don't feel happy proceeding with the work but he now says that he will claim the full deposit that I paid. I feel that he has not carried out the job as I requested and I cannot see how it is possible for us to work together.
Should I cancel the job now and let customer support decide what should happen and are they likely to support me?
Any advice Appreciated.
