Web Developers Should be able to prove their skill set
I have worked with developers on here, all claiming to be able to do the job (fairly simple tasks!) and once the fee is agreed and we begin to work together, i quickly see they are not up to the job. This has to stop! how do we trust folk in the future?
Developers should be guided through a process to prove their skill set so buyers have more faith in PPH!
Just a disgruntled thought!

Well, there's a rating system for a reason.
Those who are satisfied with past services would eventually give out 5 stars, and you could always check out their portfolio before making a decision.
Code and Design is quite dynamic, so every 'developer' or 'designer' would have their own ways of brewing....Testing fixed towards intelligence on something that is quite dynamic would not only be annoying to the developer, but you your self would be running into something you may not like.
How would a test prove his/she's the developer that is right for your particular project. Okay sure, he/she know CSS quite well. but can they bootstrap it? Can this be prepared to move to a Lavarel environment in the future (knowing these is a third party things....you can't test them on that).
Okay fine, she/he know Lavarel, but I want it integrated into Smarty (knowingly he/she failed a PPH Smarty test in 2012. Even though he's quite an expert in it in 2015, he did not have the time to pay for or have time to take the exam again....Missed opportunity for you, because she/he is the only one who knows how to do this. And now this feed PPH is giving you based who passed what or not is not helping much...)Check their portfolio, check their ratings, then ask them so or so upfront. Analyze their response. Then make your decision.
At last. Wait for them to complete the job. Satisfied? Kindly leave a good rating. Not satisfied? Simply leave your preferred rating, or request a refund. Then on to the next one.

Hey James - why wouldn't they be allowed to write the web addresses of previous websites? Isn't this like having a portfolio? Why is it an unfair advantage? You should be showing off the work you have done to show potential buyers what you can do. This means showcasing your best work and letting the world know that you really can do the work. Building up your portfolio is encouraged! So, go ahead and do it :)
