Marking an incompleted job as completed

hello community,

I would like to know whether it makes sense or not to mark a job as completed, when this job is not, and it was not paid.

In fact, my contractor admitted that job was not completed after a long time, and did refund the amount on Escrow, but asked after then to mark the job as completed, so I would like to make sure with you.

  If the job is completed or has closed then you can mark as completed. If not then leave it open.
