Payment problem

I have a problem paying through the website. Every time i try it tells me"The payment has been refused by your vendor. Maybe you entered the wrong details or there isn't sufficient credit".
It cannot be refused as it doesn't even let me fill in my details. I tried Paypal, credit card, not working. I read in the help section that another person had the same problem, but i didn't see the resolution you gave him.
Can you please help urgently as i want to pay for a job?

Earlier I had issues with my funds in Euro currency. I tried to withdraw funds from my wallet but bank transfer option would cost me much so I tried my Payoneer but the option doesn't come up because my Payoneer is in US currency. PPH asked me to order another Payoneer in Euro currency and when I chose that option all the funds in my wallet are gone now.. Where's my money now? Payoneer said that they would send a physical card in 3weeks. I am now cancelling that Payoneer card since it is still for approval but where is my money now??
