Can I use unverified paypal account to receive funds?

I want to use paypal to withdraw funds from peopleperhour.com, but to make a long story short, I can't verify my paypal account because I can't do any payments with credit card. Can I do it, withdraw funds to an unverified account?.
Long version, there's a very strict currency exchange control in Venezuela, which means I have to file for permission to use a credit card online, up to $300 a year. In April this year the government changed the law and made it so that we can only do that using a credit card issued from a government owned bank (the one I have is from a privately owned one), but so far they haven't activated the online system to migrate the permission from one bank to another, and don't seem to be in a hurry to do it anytime soon... so basically I'm unable to use credit cards for payments outside the country at all, so I can't verify my paypal account.
Which is why I'm asking this question... I need the money in paypal because I need to pay for some services (courier) that only accepts either credit card (which I can't use) or paypal.

You need to be eligible to accept money on Paypal. If Paypal hasn't been linked to a credit card that allows you to do so, you shouldn't be able to. On the other hand you probably need to check if in Venezuela Paypal allows you to use the credit you have there, as in my country it doesn't. I need to have credit in my credit card so Paypal can transfer it from there, even though I have credit in PP.
