I am not able to send the proposals

Everytime i write my proposal and click send i get a message saying
An error has occurred while trying to contact the server. If the problem continues, please contact our awesome support team.
Kindly guide me trough this problem

  hi i can't send the proposel in project and thats showing " Seller Application is not approved" so how can i approve the seller application even i have put all the information in the site so please give me advise so that i can start the work in this site ?

  and also please let me know from where i can get the seller application approve..
