Can't withdraw money to Payoneer !

I am Abdul Hai (Abdul H.) .I hope to go forward with PPH.I can't withdraw my money from Pph to my Payoneer account.I added a Payoneer account.I could fill up all document except Vat documents because in Bangladesh there is no income vat under tk.250000/= so now what I have to do?
