Web designer asking for invoice to be paid without site being complete or uploaded
I engaged a web designer to make changes to my Wordpress website November last year. Although a few of the agreed changes are still not complete, as I need the website to go live and be uploaded, I have told the designer to upload the site and I will complete the transaction. I have been sent an invoice for the work however the website has not been uploaded. I have funds in escrow but I'm concerned about transferring funds without being able to check if the website functions correctly once uploaded. As this is my first PPH job I would welcome advice from experienced users. Thanks.

I am glad you have asked this question because I see a lot of people falling victim to issues like this on here. The way that PPH works and the reason why it should work so well is that it is mutually beneficial to the buyer and seller. You should feel safe that your funds are in Escrow and the seller will not get the money until you are 100% happy with the work. The seller should feel happy that you clearly have put up your money and they will get it when the job is done.
So, in short, if you have not received the site files or are not happy, reject the invoice immediately. Otherwise, the invoice will be automatically paid within 15 days. This is what the buyer is hoping for. Many buyers on here try to invoice before the work is even done so that they get paid quicker and you forget it's pending.
So, reject the invoice and ensure that you are happy with the work done, you have all the files and everything is working. Once that's OK, the buyer can invoice again and you release the funds.
I am a TOP CERT seller but also use this site to buy services too and coming up to 100 purchases, so I have pretty good experience with a variety of situations on here

I too am experiencing problems with my seller despite many detailed instructions sent to him. The bulk of the work in the original brief has not been done, the work done is substandard - this is my first time employing someone on PPH and I am disappointed because I went through all applicants very carefully. I am not sure he can do the work frankly, and have sent the latest explanation of what needs to be done just now and just rejected his invoice to me. To be honest, this is holding me up and he has gone through the agreed date when it should have been completed by (last night 25/4/16). I am spending a lot of time reviewing work and giving detailed instructions again.
I am at the point of cancelling the job as I have lost faith that he can do it and absolutely want to follow the sites guidelines. How many times do I have to explain what is needed before I can request a refund - the funds are currently held in Escrow?

I presume that message was for me (Sabrina)? Since I answered Andrew's question too? I will provide my response anyway :)
It is good to hear that you are trying to follow the guidelines of PPH - as an active seller, I get frustrated when buyers don't use the system properly and leave us at a loss. However, it is also frustrating as a buyer if you are having your time wasted.
PPH terms state that you need to give the seller at least two chances to provide revisions and ensure that feedback is given. Try to be patient with them, but if you really do feel that their work is not up to scratch and they are simply not good enough to complete the job, then you need to let PPH know.
If he also misses the deadline and this is clearly set out in the job description and work stream, then this will go in your favour. Always reject the invoice if you are not happy and then if he is unhappy with this, he has to dispute the rejection.
Since he has also missed the deadline, you are within your rights to request a refund (do you know how to do this?). He can then either grant you a refund, or dispute it. Once it goes to dispute, the PPH team will review the case. If he does nothing for three days and just ignores you, you will automatically be refunded.
