Increasing CERT by Each Report

Hello. I think sellers / buyers don't have a reason to report "questions" on the clarification board or even report jobs. Being reported reduces CERT and I think reporting someone (IF IT'S FOR A GOOD REASON) must increase our CERT. That way, users will get encouraged to report others and make PPH a better place for everyone.
