Can you tell where can I go to see the Satya of the ticket??

How can I make a new ticket?..
It's so frustrating, these things have been changed constantlyand the most obvious place (in your support profile or
when you click on 'Support') does not give an option to create
a ticket (just to search, which even after not finding what you need, does not offer an option to create a ticket)!
The help file is completely wrong and outdated too and claims
it does give an option to create a ticket after searching, but the page
does not show that at all, nor does it even look like the screenshots:

Please advice (and change this, so we won'thave to jump through hoops for a simple task like this)...
