Why my hourlie keeps getting rejected over and over?

I've made several modifications, read hourlie policies several times, I know everything is in order, but it keeps getting rejected! All I get on my e-mail is some generic message that doesn't tell anything about what's wrong. I even tried to mimic other houlies that have already been approved, but no luck. I'm starting to think I'm being rejected for no reason at all!
