not able to ask question on proposal

Hi,
I am trying to ask question(i.e can we discus bout this project?) on proposal but its not working.Again and again I am getting a mail from PPH. i.e Oops! Your question didn’t pass our moderation review.
I tried to ask question in several ways but not working.

I don`t know how my question is like scam or promoting my self.Its just a normal question.

Please solve my issue asap.

  This happened to me too.
  The project sounds like this: "Basic photoshop work on pictures and pdfs".
  The buyer does not say how many photos, not attached any photos or pdfs, not provided any details about editing.
  I simply asked "May I see the photos?" but PPH team said it's an irrelevant question,

  How am I supposed to offer a good price for a job with a vague description?

  Custom work requires effort from both parties, buyer and seller, to discuss project details.

  Maybe a good idea would be to allow sending proposal without a price?
  This would show a buyer you are interested but need more details for the price.

  I hope to hear from PPH team about this topic.
