Accepted - But Stream Blocked by CS

I have a transcriber who wants to start on my project, but right after I accepted the offer and made the deposit, the stream was blocked by CS. What happened and how can I send him the audio so he can start working on it?

  I have paid and I really want to tell him how words I need and the stream says blocked
