Can it be made clear when VAT is included in proposals

When sending proposals as a VAT registered seller, the VAT amount has to be included in the proposal amount so that it can then be included in the invoice when work is completed. Correct?

If so, then it immediately puts VAT registered sellers at the disadvantage of appearing 20% more expensive than other non vat registered sellers proposals.

It needs to be made clear to buyers when VAT is included in a proposal price so they can compare bids equally.
