Introduce ranking system for clients

Same as the "cert" ranking system for freelancer. This would allow job seekers to favor experienced clients who have already awarded jobs successfully.

  Hi Kelly,

  you may have this system in place but it's not explicit.

  While I'm able to filter freelancers by CERT I don't have that option for filtering buyers.
  The filtering options that are available for jobs are:
  * experience level (referred to the freelancer)
  * location of the job
  * category of the job
  * filter job (urgent/with no proposal/pre-funded)
  * job type (fixed/per hour)
  As you see, all filter possibilities are related to either the freelancer or the job, there's no filter that allows to select buyers.
